Carlos Liriano
President
Born in Cuba, Carlos immigrated to the United States in 1971. Son of a hardworking carpenter, he inherited his family's value of hard work. Carlos entered the automotive industry in the early 90s and has been hard at work since. He moved with his family to Bastrop in 2012 to open Lost Pines Toyota. There he continues his passion for helping the community through initiatives such as BHC, the Big Pink Bus and the Workforce Commission.

Dalila Mancha
Vice President
Dalila is a bilingual registered nuerse with over 2 decades of experience in diverse healthcare settings in 3 counties. For the past 8 years, she has contributed significantly to a non-profit organization in Bastrop, TX as a Wesley Nurse and Nurse Coach.

Beyond direct patient care, Dalila has a strong commitment to community engagement including her past role as President of the LULAC Bastrop Chapter, and her current board memberships with he Salvation Army and Bastrop County Cares. She also volunteers her time with JEM and with Bastrop Free Zumba classes as a Zumba instructor.
​
In her free time, she spends time with her husband and 2 daughters, who consider Bastrop their home. She and her family share a passion for water sports and like to use our boat during the spring.

She is the co-owner of Rangel's Septics and would like to clean your sepic!

Noemi Guerra
Secretary
Noemi is the Director of the Bastrop County Cares BCACH initiative, where she works to support and empower communities through collaboration and advocacy. With a background in education and experience working with migratory farm workers, Noemi is passionate about creating equitable opportunities for families.​
Beyond her professional role, Noemi serves on multiple community boards, contributing her leadership and expertise to initiatives that strengthen the well-being of Bastrop Country residents. ​
A dedicated mother of four boys, Noemi balances her career and community service with a deep commitment to her family, always striving to make a positive impact both at home and in the wider community.

Christy Liriano Shea
Treasurer
Christy has visited the Bastrop community regularly since 2012. In 2024, she moved here with her husband and two small children to be closer to her family.

Prior to coming to Bastrop, she was working in the healthcare field helping individuals find a better quality of life.
​
After coming to Bastrop, she joined the family business at Lost Pines Toyota as their Operations Manager. She specifically helps oversee their community outreach programs including their work with BISD to help reduce pediatric traumatic brain injury, breast cancer screenings, community dental care and workforce commission.

Jairo Morales
Board Member
Jairo is a devoted father of two and husband, also a lead Pastor , and a skilled professional photographer and videographer working weddings and quinceañera events!

When he is not capturing life's special moments or guiding his congregation, you'll often find him fishing, doing missions plus exploring new destinations in travel.

With a heart for service and an eye for creativity, Jairo is committed to making a positive impact both behind the lens and in the local Hispanic community!

Edgar Morales
Board Member
Edgar Humberto Morales, born in Guatemala city and raised in Toronto, Canada is the owner and operator of Creative Lab Studio, a bilingual photo video service.

Martin R Gonzales III
Board Member
Martin is the Fatherhood Program Coordinator for Bastrop County Cares, where he works with fathers through the 24/7 Dad®curriculum, helpin them grow as stronger fathers, husbands, and providers. He has been active in the community through several projects, including the Moore Project and work with The Bastop County Public Health Department.

Martin has served in a leadership role in his church for over 23 years - first with Bastrop Christian Outreach Center, and now with Primera Church - where he continues to guide and encourage others in their faith.
​
He has been married to his wife, Yolanda, for 45 years, and they have one son, Matthew. Martin remains committed to building stronger families, supporting local growth, and fostering lasting community relationships.

Carmen Liriano Buchert
Attorney
Carmen is an accomplished attorney and the founding member of the Bastrop County Hispanic Chamber of Commerce. Originally from New Orleans, Carmen has dedicated her career to advocating for businesses and individuals, ensuring they have the legal and community support needed to thrive.

Currently working at Lost Pines Toyota, she brings her expertise in law, leadership, and business development to the automotive industry. Passionate about empowering Hispanic entrepreneurs, she helped established the Bastrop County Hispanic Chamber to foster economic growth, networking and advocacy for the local community.
​
Outside of her professional work, Carmen enjoys spending time with her husband and their 2 daughters. She is deeply committed to both her family and community, striving to make a lasting impact in Bastrop County.
